During 1994, top level executives of Coal India Limited undertook a special initiative for execution of personal Housing Welfare measures dedicated to Coal Executives fraternity. To serve the individual employees housing needs at large, the welfare forum Coal Executives Welfare and Housing Organisation (CEWHO) was created to function on 'No Loss'/'No Profit' business proposition. It was incorporated on the pattern of Army Welfare Housing Organisation (AHWO), Central Government Employees Welfare & Housing Organisation (CGEWHO), Indian Railway Welfare Organisation (IRWO), as an autonomous body, to cater the needs of Executives of Coal India Ltd. spread at various parts of coalfields, BCCL, ECL, CCL, WCL, SECL, MCL, NCL, NEC, Dankuni Coal Complex and Coal India's RSMs offices. As an act of service to larger coal community, it was thought to encompass major organisations like – CMPF, DGMS, CIMFR, ISM, Coal Controller Office, ISSCO, TISCO Collieries and those having business related to Coal sector such as Neyveli Lignite Corporation Ltd. and Singareni Collieries Company Ltd. Defence was added as an honour to those protecting sovereignty of nation.
